HISTORIC DISTRICT COMMISSION MISSION STATEMENT
MISSION STATEMENT
Mission Statment: To enrich the present and future, by preserving the past.

To promote the educational, cultural, economic and general welfare of the public through the preservation and protection of buildings, places and districts of historic interest in our town, state and nation, and the preservation of appropriate settings for historic buildings.


THERE ARE TWO HISTORIC DISTRICTS IN CHESHIRE:
CORNWALL AVENUE TO TOWN CENTER
AND
SOUTH BROOKSVALE ROAD

In the historic districts, a permit (called a Certificate of Appropriateness or COA) is required for construction of new buildings or structures, or remodeling or alterations of exterior features of buildings and structures, which can be seen from a pubic street, way, or place. This includes, but is not limited to: primary buildings, outbuildings, roads, driveways, parking areas, curbs, sidewalks, fences, walls, dams, bridges, docks, outdoor fireplaces, tennis courts, utility structures, gazebos, swimming pools, lampposts, monuments, statuary, signs, flagpoles, and any other feature of the built environment.

Building owners who are planning any work, no matter how minor, should contact the Commission. After review of the proposed project, the Commission may exempt the following work from the COA requirements: replacement in kind, minor work, or work not visible from a public way. (The applicant must provide evidence that the proposed project, in whole or part, will not be visible from any public way.)

Certificates of appropriateness (COAs), require a public hearing at which the Commission makes its decision. The same application form, used for a COA or an Exemption, is online at this website and can be printed out.

DUTIES
By state statute and local ordinance, the Historic District Commission is empowered to perform these duties:

1. Reviews all proposed changes to the buildings and structures in both historic districts and issues (or denies) permits (called Certificates of Appropriateness). Such permits are required for construction of new buildings or structures, or remodeling or alterations of exterior features of buildings and structures, which can be seen from a public street, way, or place.

2. Educates the public on the value of historic preservation.

3. Acts as an advisory group on preservation matters: expressing opinions on local projects, proposing legislation (local/state, federal) cooperating and interacting with other groups (town, state, national).
