Personnel: There are five Officers assigned to full time duties with the Traffic Division, one Lieutenant and four Police Officers. All members have extensive specialized advanced training in the investigation of motor vehicle crashes. The Division Commander, Lt. Kerry Deegan; has been with the Department since 1982, and has served in the Patrol Division as a Police Officer, Sergeant and Shift Commander; the Traffic Division in 1985-1987 in the capacity of Traffic Officer / Crash Reconstructionist, before being promoted to Patrol Sergeant. Lt Deegan is the supervisor in charge of the Police Evidence and Property section of the Administrative Division.
Duty Assignments: The Division Commander is assigned to the day shift, Monday through Friday. He is responsible for general supervision of the Traffic Officers' day-to-day work. He supervises at the scene of major traffic incidents to which the Division has been dispatched. The Division Commander receives and processes general traffic complaints from the public. He represents the Local Traffic Authority (Chief of Police) interests in state and town roadway projects and maintains liaison with various state and local agencies. At the direction of the Police Chief, he frequently appears before local boards and commissions to present information and reports. He is the Ex Officio Police Department member of the Public Safety Commission. The Traffic Division Commander oversees purchasing and installation of traffic control devices on local roads.
Traffic Officer Dave Kehoss is assigned to the day shift Monday through Friday. He primarily performs a number of Traffic Authority and Administrative functions. He works closely with various town agencies related to site plan and / or certificate of occupancy compliance issues. He also participates in serious and fatal motor vehicle crash investigations. He may also be assigned to routine motor vehicle crash investigations and enforcement, as well as support for Patrol Division functions when needed. Officer Kehoss oversees local wrecker services that tow vehicles for Cheshire Police. Since 1990, he has been the Fleet Manager and is responsible for the purchasing, selling and he oversee the maintenance of all department vehicles. He is a Traffic Crash Reconstructionist, certified by the Institute of Police Technology and Management, Jacksonville, Florida. As a Reconstructionist, he investigates and reconstructs serious and fatal motor vehicle crash investigations. Officer Kehoss is the RADAR / LASER instructor for Cheshire Police. He is a member of the Cheshire Police Motorcycle Squad. Officer Kehoss was sworn on November 29, 1982 and has held his position in the Traffic Division since 1985.
Traffic Officer Ruben Morales is assigned the day shift Monday through Friday. His primary function is to perform motor vehicle crash investigations and conduct motor vehicle enforcement activities. He provides support for Patrol Division functions when needed. He is a certified Child Safety Seat inspector from Safekids of Connecticut. Officer Morales oversees the Speed Monitor Trailer; the Speed Counter / Classifiers; Inventory and Installation of all local Traffic Control Signs on local roads; Inventory and maintenance of Safety signs owned by the Cheshire Public Safety Commission. He is a certified Traffic Crash Reconstructionist from the Institute of Police Technology and Management, Jacksonville, Florida. As a Reconstructionist, he investigates and reconstructs serious and fatal motor vehicle crash investigations. He also investigates routine motor vehicle crash investigations and enforcement, as well as support for Patrol Division functions when needed. Officer Morales was sworn on May 29, 1989 and has held his position in the Traffic Division since 2003
Motor Vehicle Crash Investigation: Members of the Traffic Division are responsible for the investigation of motor vehicle crashes that occur while they are on their assigned shift. They are also responsible for investigating all serious injury and fatal crashes, regardless of when they occur.
Motor Vehicle Law Enforcement: Much of the Traffic Officer's time is dedicated to motor vehicle law enforcement. Officers concentrate their efforts in areas where an effect on public safety and public perception can be obtained. Such areas include those with crash history, areas subject to citizen complaints, school zones and walking routes, etc.
